CENTRAL CITY – The Central City Council held its regular meeting on Tuesday, January 21, 2025, at City Hall with Mayor Jeremy Fey presiding. Council members Todd Williams, Chuck Spencer, Marcia Enloe, and Zane Plsek were in attendance, with Enloe and Spencer joining virtually.
Council members approved Resolution No. 25-02, authorizing an agreement with Alan Plummer and Associates, Inc. for engineering services. Plsek expressed his satisfaction with the progress on Eureka Street and asked about the project's completion timeline. Plummer indicated the work is expected to be finished in 2026.
The Council appointed Roy Varela, a local real estate agent with Heritage West Realty, to the Central City Downtown Development Authority (CCDDA). Fey noted Varela's fit for the position, and Varela, who attended virtually, expressed his gratitude for the opportunity.
City Manager Daniel Miera confirmed that decorative lighting will remain in place and outlined the upcoming evaluation of Main Street infrastructure, including stormwater distribution.
Plsek called for a work session on the design plans, with Williams and Spencer in agreement, though Fey suggested waiting for the completion of the City's Master Plan. Discussions also touched on potential parking time restrictions to accommodate snow removal efforts.
Lindsay Valdez provided an update on the Clear Creek Economic Development Corporation (CCEDC), detailing efforts to expand services into Gilpin County. Valdez highlighted recent bylaw changes allowing broader participation from Clear Creek and Gilpin Counties, and outlined the group's new regional resilience framework.
She said they have a comprehensive group of people intending to network resources.
The upcoming regional resilience mixer and leadership breakfast, set for February 13 and 14 at the Teller House, will serve as the first official meeting of the resilience team. Plsek expressed enthusiasm about joining the initiative, and Miera confirmed that the resolution to support the initiative will be included on the February 4 agenda.
During public comments, resident Rebecca Blondo raised concerns over billboards along Central City Parkway advertising Rick's Cabaret and Steakhouse, a business not currently operating within city limits.
She urged the council to revoke RCI's billboard licenses, citing violations of the City's lease agreement. Blondo also pointed to vinyl signage at 130 Main Street, the future site of Rick’s Cabaret and Steakhouse, arguing it violates municipal code and misrepresents the nature of the business since cabarets are not allowed on Main Street. Plsek assured attendees he would investigate the issue.
Williams noted that several residents have inquired about their water bills and suggested a future discussion on the billing process. City representatives explained that bills are calculated per thousand gallons and adjusted annually for inflation.
Fey concluded the meeting with comments on national unity, referencing efforts by Governor Jared Polis to collaborate with President Trump despite political differences. The meeting adjourned at 8:08 p.m.
The next council meeting is scheduled for February 4, 2025 at City Hall in Central City.
