Decontamination protocols set for fire site

NEDERLAND — Nederland Mayor Billy Giblin delivered an update on the long-delayed demolition and clean-up process for the debris of the Caribou Village Shopping Center during the Board of Trustees meeting on Tuesday, March 17, 2026.  

According to correspondence from Tebo Properties—the owners of the shopping center—the Colorado Department of Public Health and Environment (CDPHE) has directed the property owner to follow controlled demolition and asbestos abatement protocols for the clearing of the site. 

Tebo Properties has located a landfill for the debris removal and has developed a decontamination plan, which involves declaring a decontamination zone and installing a station through which any salvageable belongings from the rubble can be properly cleansed and claimed by former tenants. 

Tenants were provided with the shopping center’s floor plans so that they can indicate to Tebo’s work crews where certain items may be located, and so that personnel in protective equipment can retrieve them. 

The current hope is that CDPHE will approve the plan by the end of the week so that the decontamination team and Tebo’s hired crew can begin work concurrently as soon as March 23 and the entire project can be completed within two months. 

Furthermore, Tebo Properties has also completed designs for a new shopping center, and has submitted a pre-application with the Town in hope of expediting local and state approval, and of having construction begin before the end of the year. 

Mayor Pro Tem and 2026 Mayoral Candidate Nichole Sterling added in her own monthly Trustee report that there has been some talk from former Tebo tenants about whether the Town could “take on” the renovations of the Black Forest building. Sterling has said there could be a pathway for that; however, it would be contingent on the terms, still to be set with Tebo. 

Sterling added that former tenants of the shopping center have also been asking about the funds from the Nederland Strong fundraiser held by Tebo last November.

Giblin inserted that Tebo had asked him directly whether the Town of Nederland could handle the allocation of the funds, due to their complications with working with a particular community foundation. Sterling reiterated that she had directed Tebo to several nonprofit organizations who would be able to provide assistance to Tebo on that matter.
